Being one of the 100 most backward districts of\u00a0 the country this is also ill-reputed for its\u00a0 regular drought,\u00a0 child sale and distress migration. This district is geographically divided into three zone; the western fringe of\u00a0 the district beginning from Nangalbod in Sinapali Block to Godhas in Nuapada Block through Kathphar plateau of\u00a0 Boden and Sunabeda plateau of Komna\u00a0 ( Also a wild life sanctuary) is covered with the forest and shares common boundary with Chhatisgarh state. This area has predominantly a forest based economy with barter system prevalent in certain degree. This zone is neglected in all respect; may it\u00a0 be\u00a0 communication, employment provisions , education or administrative intervention. Most of the people are tribal and\u00a0 some primitive tribal groups such as\u00a0 Paharia ( officially not yet declared as\u00a0 even ST)\u00a0 and\u00a0 Chuktia Bhunjia live in this region. As it remained in the administrative\u00a0 shadow zone this has become the safe heaven for the\u00a0 Maoists.<\/p>\n<p><a href=\"http:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/migrant-map.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-288\" style=\"margin: 10px;\" title=\"migrant-map\" src=\"http:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/migrant-map-300x226.jpg\" alt=\"\" width=\"300\" height=\"226\" srcset=\"https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/migrant-map-300x226.jpg 300w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/migrant-map-600x453.jpg 600w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/migrant-map-150x113.jpg 150w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/migrant-map-400x302.jpg 400w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/migrant-map.jpg 877w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>The Second category of villages are in the valley\u00a0 area where\u00a0 there is the prevalence of\u00a0 land based and some off farm activities. But due to infertile land and lack of\u00a0 irrigation people remain largely neglected. This area is also dominated by\u00a0 ST and SC . The third category of village are it the plain area where people remain engaged in agricultural and some\u00a0\u00a0 Petty income generating activities. OBC are the\u00a0 dominant social category it this\u00a0 region. But due to lack of irrigation potential and marginalization of small and marginal farmers\u00a0 agriculture\u00a0 no more remains\u00a0 a viable option.<\/p>\n<p>Nuapada district experiences drought or drought like situation almost every year. Due to factors such as restriction of usufruct right, lack of employment opportunities at\u00a0 the appropriate time people use to migrate to the states such as Andhra Pradesh, TamilNadu etc. to\u00a0 work in the brick industry . They work under the\u00a0 worst possible condition and are treated\u00a0 inhumanly at the\u00a0 worksite. It\u00a0 may appear incredible, but is true\u00a0 that these labouerers now in\u00a0 thousands remain invisible in the\u00a0 government record.<\/p>\n<p><strong>Pathuria system of\u00a0 Labour<\/strong><\/p>\n<p><a href=\"http:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-289\" style=\"margin: 10px;\" title=\"pathuria\" src=\"http:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria-300x234.jpg\" alt=\"\" width=\"300\" height=\"234\" srcset=\"https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria-300x234.jpg 300w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria-150x117.jpg 150w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria-400x312.jpg 400w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria.jpg 587w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>The most unfortunate part of this labour\u00a0 trafficking\u00a0 is that there is demand for family migration at the brick industry for obvious reasons. This is called\u00a0 pathuria system which is a work unit comprising a man , a woman and 1 to 2 children in the age group of 6-14. Advance is given to them on this basis which virtually means\u00a0 children form an important component of\u00a0 distress migration in Nuapada district. In the brick kiln there are specified works for them such as\u00a0\u00a0 arranging and flipping the\u00a0 raw and semidried bricks, make balls of wet mud. They are preferred for such work due to their light weight. As per the\u00a0 study of the district administration of Nuapada in the year 2008 out of the total migrant population\u00a0 12.66% are from the school going age and\u00a0 another\u00a0 10.41% are infants. This means 23% of the migrants are child population.The study again highlighted that 88% of the migration are distress migration.<\/p>\n<p><a href=\"http:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria4.png\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-292\" style=\"margin: 10px;\" title=\"pathuria4\" src=\"http:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria4-300x251.png\" alt=\"\" width=\"300\" height=\"251\" srcset=\"https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria4-300x251.png 300w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria4-150x125.png 150w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria4-400x335.png 400w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria4.png 568w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>Children remain away from their village\/school for a period of more than six month beginning from\u00a0 October\/November to early part of June. So they suffer from the following problems:-<\/p>\n<ul>\n<li>They become dropout from school.<\/li>\n<li>Many of them become\u00a0 never enrolled due to\u00a0 regular migration.<\/li>\n<li>They undergo physical problem and mental\u00a0 trauma.<\/li>\n<li>They\u00a0 fail to cope up with the study, become slow in study\u00a0 leading to deficit learning.<\/li>\n<li>They are deprived of their child like sensitivity.<\/li>\n<\/ul>\n<p><a href=\"http:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria5.png\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-293\" style=\"margin: 10px;\" title=\"pathuria5\" src=\"http:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria5-300x177.png\" alt=\"\" width=\"300\" height=\"177\" srcset=\"https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria5-300x177.png 300w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria5-600x354.png 600w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria5-150x88.png 150w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria5-400x236.png 400w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/pathuria5.png 610w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>It is\u00a0 seen that at the work site the boys and girls\u00a0 have to work the same number of\u00a0 hours as their parents. They suffer the same verbal and physical\u00a0 abuse as adults do. There are terrible instances in this regard. Once a girl was trying\u00a0 to make her younger brother shivering\u00a0 with fever, get up because she was\u00a0 unable to carry all the\u00a0 bricks to the kiln, under the threat of the supervisor. Children suffer from respiratory, stomach, eye and skin problems along with water related diseases. Many children become knock kneed. Accident due to burns are very common which\u00a0 cause disability and even death but completely ignored by employers. Girls and women are very much exposed to sexual abuse.<\/p>\n<p><a href=\"http:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/intervention-model.png\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-287\" style=\"margin: 10px;\" title=\"intervention-model\" src=\"http:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/intervention-model-300x246.png\" alt=\"\" width=\"300\" height=\"246\" srcset=\"https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/intervention-model-300x246.png 300w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/intervention-model-150x123.png 150w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/intervention-model-400x328.png 400w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/intervention-model.png 420w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p><strong>Our approach towards migrant children:-<\/strong><\/p>\n<ul>\n<li>To bring migrant children \u00a0\u00a0\u00a0(6-14 years) in to the School net through opening of seasonal hostel.<\/li>\n<li>To provide children a healthy and secured living \u00a0\u00a0\u00a0\u00a0\u00a0( away from the hazardous atmosphere of brick kilns).<\/li>\n<li>To provide educational facilities to migrant children, improve their\u00a0 education standard and fulfill the RTE norms.<\/li>\n<li>To enhance quality of learning among the migrant children and help them reach 10<sup>th<\/sup> standard .<\/li>\n<\/ul>\n<p>To create an enabling environment for community participation in running of\u00a0 seasonal hostel\u00a0 and\u00a0 involvement in\u00a0 school development .<\/p>\n<p><strong>Lokadrusti Initiative<\/strong><\/p>\n<p>Way back in 2004 Lokadrusti initiated a very practical\u00a0 approach to address this issue of\u00a0 child migration. In the 1<sup>st<\/sup> phase of our intervention Lokadrusti started with \u00a0Seven seasonal hostels in seven most migration prone villages\u00a0 in\u00a0 Khariar Block with the American Indian Foundation(AIF) New-Delhi. Even if it was\u00a0 difficult to\u00a0 convince the parents to\u00a0 leave their school going children in such hostels we could save 193 children ( 124 boys and 69 girls) from\u00a0 certain migration. The BDO and the concerned S.Is. Of School inaugurated the Seasonal hostel and were moved and convinced by the Lokadrusti approach. The seasonal hostel were running in existing Govt. school of respective villages. We had to take the\u00a0 support of the village SHGs, school teacher, S.I.s of school, PRI members etc. in our endeavor.<\/p>\n<p><strong>Up scaling\/ Replication <\/strong><\/p>\n<p>This seasonal Hostel approach started on pilot basis in 2004 became a successful model for the DPEP\/SSA and after visiting the Lokadrusti run hostels they were convinced. During 2005 DPC and the staff of SSA\u00a0 visited our project area and witnessed our approach and discussed with the VEC and children at different seasonal hostels . Subsequently Lokadrusti facilitate DPC Nuapada along with SSA staffs to Hyderabad to see the migration scenario and the problem of children face at brick kiln. \u00a0In this year Lokadrusti replicated this model in\u00a0 16 villages of\u00a0 Khariar and Sinapali Block with the support of\u00a0 AIF and SSA, Nuapada. In these \u00a0hostels 546 children ( 319 boys and 227 girls) were\u00a0 accommodated. SSA Nuapada also\u00a0 managed 3 such\u00a0 hostels\u00a0 directly through BRCC \u00a0in Sinapali Block. The seasonal hostels are called Residential Care Centre (RCC) by the SSA authority. Another\u00a0 important addition was the bridge\u00a0 course which was arranged after the seasonal hostels were over. This was to mainstream those school going children whom we could not address and who had migrated with their parents. This successful model became an\u00a0 accepted norm and\u00a0 other NGOs also\u00a0 opened such residential hostels for migrant children. Lokadrusti with the support of AIF , SSA gradually\u00a0 up scaled this to more number of villagers of\u00a0 the\u00a0 district and during the period 2004-2012 it has successful saved 4671 children ( 3032 boys and 1634 girls) from dropping out from school and joining the\u00a0 labour force. In addition to this 2153 number of\u00a0 migrant children have been mainstreamed through bridge course and continue in their \u00a0respective village Govt. school. Due to fund constraint Lokadrusti reduce the number of seasonal hostel over the year. In course of time we innovated and promoted the care giver system ( community based support system)\u00a0 to keep the children in the\u00a0 village to continue their education in village school and restrain them from migration to hazardous sites of brick kilns. This innovative\u00a0 approach is so as to involve the\u00a0 community and there by create a\u00a0 sustainable model. Since Lokadrusti has grass root base and rapport it indentified the close relatives of such parents who migrate. Then they were convinced to keep such\u00a0 children during the migration of their parents. They are used to be called\u00a0 Care Givers and the most important aspect is their emotional attachment with the children. This\u00a0 approach also sensitizes both the parents migrating and the\u00a0 Care Givers and the emotional and\u00a0 physical vacuum of the children in the\u00a0 absence of their parents. This may work as a deterrent for the parents\u00a0 to migrate any more. In 2010 -11\u00a0 we kept\u00a0 425 children(230 boys and 195 girls) with the Care Givers which increased to 732 ( 396 boys and 336 girls) in 2011-12. The Lokadrusti approach towards migrant children has become successful and\u00a0 during the\u00a0 last three years students from these RCC\/ Seasonal Hostels have passed the HSC examination with merit\u00a0 and many have been enrolled in the\u00a0 colleges .<\/p>\n<p><a href=\"http:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/social-mapping-smc.png\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-295\" style=\"margin: 10px;\" title=\"social-mapping-smc\" src=\"http:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/social-mapping-smc-263x300.png\" alt=\"\" width=\"263\" height=\"300\" srcset=\"https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/social-mapping-smc-263x300.png 263w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/social-mapping-smc-527x600.png 527w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/social-mapping-smc-131x150.png 131w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/social-mapping-smc-400x455.png 400w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/social-mapping-smc.png 624w\" sizes=\"(max-width: 263px) 100vw, 263px\" \/><\/a><\/p>\n<p>Lokadrusti use to maintain a\u00a0 migration register in each project village to know the migration trend. In addition to this\u00a0 we also\u00a0 help the community\u00a0 to draw social map\u00a0 around the neighborhood (catchment area) of the school and identify migration sensitive household by marking\u00a0 on map. The following table given details of that.<\/div>\n<div>\n<ul>\n<li><strong>Lokadrusti has been able to develop community support system to keep the children\u00a0 in home based care\u00a0 during their parents migration. It was difficult to convince them to leave back their children. But today they voluntarily bring their children to the RCC before migration. They are convinced on the role of RCC.<\/strong><\/li>\n<li><strong>Dropout rate has been reduced due to RCC and the bridge course.<\/strong><\/li>\n<li><strong>The government schools in those villages where RCC are run have been strengthened due to the impact of RCC.<a href=\"http:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/care2.png\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-285\" style=\"margin: 5px;\" title=\"care2\" src=\"http:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/care2-300x257.png\" alt=\"\" width=\"300\" height=\"257\" srcset=\"https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/care2-300x257.png 300w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/care2-600x514.png 600w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/care2-150x128.png 150w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/care2-400x342.png 400w, https:\/\/www.lokadrusti.org\/wp-content\/uploads\/2012\/07\/care2.png 866w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><\/strong><\/li>\n<li><strong>The community is actively involved and this has sensitized the community and present SMC to incorporate the issue of\u00a0 migration and provision for seasonal hostel and bridge(age appropriate) courses in their respective School Development Plan(SDP). <\/strong><\/li>\n<li><strong>The\u00a0 earlier VEC and present SMC is also involved in the RCC. This has activated them to play their role in the functioning of the existing government schools too.<\/strong><\/li>\n<li><strong>The children of the RCC are performing better than the children of the existing schools due to remedial classes etc. This is encouraging the school children to raise their performance on par with the inmates of RCC. <\/strong><\/li>\n<li><strong>Looking at the problem of regular migration of children under Pathria system Lokadrusti started learning enrichment programme with the support of AIF\u00a0 in migration prone villages of Nuapada district from the year 2009-10 and we were able to give learning support to\u00a0 deficit learning children from migration sensitive households. Till end of June 2012 we could cover 11594 number of\u00a0 children. <\/strong><\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Difficulties\/ Challenges :-<\/strong><\/p>\n<p><strong>Migration and child migration is not an isolated or stray\u00a0 incident. We\u00a0 have to accept that this is a regular phenomenon which is increasing every year. In running seasonal hostels we \u00a0find it\u00a0 difficult to\u00a0 accommodate children and given them a\u00a0 comfortable\u00a0 stay in the existing village government school. In many of the schools there is no electricity and\u00a0 water supply. Therefore it is\u00a0 required that there should be proper identification of migration prone households and\u00a0 their children should be kept at a place, may be at the G.P head quarter. We must create a\u00a0 permanent\u00a0 shelter for\u00a0 children of\u00a0 migrant parents with all basic facilities. We always encounter dearth of fund and looking at the magnitude of migration our approach\u00a0 intervention becomes limited . There is need to\u00a0 replicate and upscale it. In order to\u00a0 ensure more coverage and wriggle out of\u00a0 fund shortage we have\u00a0 innovated the system of\u00a0 Care Givers. But given the economic condition of such household it appears like an extra Borden for them. So government sponsored migration shelter is a viable alternative. The\u00a0 government must take\u00a0 initiative\u00a0 and Lokadrusti with its experience can give the support of training, capacity building etc.<\/strong><\/p>\n<p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Still there is a lot\u00a0 to do to change the mindset of the government functionaries.
